Franklin was born September 24, 1940 in Flint, the son of Franklin Bernard and Margie Millie (Baldwin) Voakes. He was a veteran of the United States Army. Franklin worked for AC Spark Plug. He enjoyed watching sports. Franklin is survived by his siblings, Ruth McCready of Grand Blanc, Irene Case of Flint Township, John Paul Voakes of TN.; several nieces and nephews.
