He was born March 8, 1929 in Flint to Leo Manley and Rose (Sullivan) McColley. He married Vivian “Vickie” Kildee on June 13, 1953 in Flint where they stayed to raise their family. While living in Flint he was a Boy Scout leader and was involved as a volunteer mentor with Junior Achievement. He was employed by General Motors retiring in 1986 after 37 years as a financial engineer. He was a member of GM Engineer Retirees and attended meetings on a regular basis. He proudly served in the United States Army during the Korean War achieving the rank of Corporal.

Moving to Higgins Lake following his retirement, he became active in his church and community. He was a member of St. Hubert Catholic Church where he was chairperson of the Finance Council, choir director and cantor, and a member of the men’s club. He was also a member of the Diocesan Building Commission and Finance Council and had been treasurer and a board member of Markey Christian Ministries.

Howard was a member of the combined Mercy Health Services North Board (Mercy Cadillac and Grayling) from August of 1998 to December of 1999. He became a member of the Mercy Hospital Grayling Board of Trustees in January of 2000 and served for nine years through December of 2008. As a board member, he served on both the Finance Committee and the Compliance Committee. His membership on the Board Finance Committee continued through the present day and he was always well-prepared for Finance Committee meetings often developing his own spreadsheets and graphs to add to the dialogue. He and his wife were also benefactors of the hospital.

His passion for music also found him singing with the Mikenauk Chorale and occasionally accompanying vocalists by playing his trumpet. He was invited to sing at the Vatican with a choir from Gaylord and while visiting, met and shook hands with Pope Paul II, a moment he treasured.

Howard was an avid golfer involved in may leagues, usually taking a board position for the league, and had been a member of Fox Run Country Club and Redwood Golf Course (formerly Burning Oak Country Club). He was a member of the National Hole-In-One Association having aced the 184 yard 12th hole at Burning Oak Country Club on July 3, 1989. He also enjoyed hunting and fishing.
